Successor to the E82 1M Coupe already in the works, BMW confirms F21 M2 coming potentially with a tri-turbo motor
It will be the 2 series that produces the next entry level M car, not 1. In an interview with M director Dr. Friedrich Nitschke, Auto Express was able to confirm the car is coming. This will be a coupe which will be compared to the Cayman and TT-RS much as the 1M is compared now. Rumors of a tri-turbo motor persist and if the X3 M is revealed at the Frankfurt Motor Show later this year with a triple turbo motor, expect this car to get the same powerplant.

Looks more like a successor to the Z4 if anything.

does this turbo rumour have ANY substance behind it?

The current E82 & E88 1 Series moves up to become the 2 Series (RWD). The 1 Series F22 & F23 chassis will be FWD. As this platform will underpin a slew of upcoming cars. The M2 will be on the F21 chassis from my understanding, but I think it will be based on the upcoming F30 chassis from the new 3 Series.
The 4 Series was ruled out by the board of directors 5 years ago, as they thought the move from their core product (3 Series) to being named the 4 Series would lead to massive marketplace confusion. If they do name a 4 Series it would be something different. BMW does not follow VW "Audi", and in light of that for Audi to get to the internal goal of beating BMW they have to fill the pipeline with models. A1, A2, A3, A4, A5, A6, A7 & A8 and let alone the Q lineup.
BMW's upcoming nomenclature has nothing to do with Audi. BMW had planned long (10 years) ago to flesh out the lineup with new models. Since BMW takes 7 years to develop a car from a concept pitched to the board of directors to sales floor this has been in the works for a while. BMW and Mercedes-Benz both know that future growth lies at the lower end of the segments. So they are both planning small cars with flexible chassis that will be the basis for a lot of new models.
And the M2 will be cool. The Auto Express rendering is a mash-up of the 328 Homage and the Z4. So don't put to much stock in the look as the rendering was rushed to tie in with the article.
